(TBT) Tamarindo is ironing out the kinks of a much awaited, yet under-funded urban zoning plan, and could be just months away from approval, say city and municipal officials. Farther south, Jacó officials are in early, but on track nonetheless, says the Mayor of Garabito, Marvin Elizondo. “Right now we’re in the final stage,” said the Executive Director .... .... of the Asociación Pro Mejoras de Playa Tamarindo (APMT), Federico Amador this week. “We have the final document, which people can make comments and suggestions on, and in a couple of months, we will have the final version to present to the municipality.” The Association has, for the past two weeks, been taking public comments and suggestions in an open forum. The question most raised, said Mr Amador, is how the zoning plan, or plan regulador, will affect private residences or construction on lots already purchased. Unlike Tamarindo, Jacó has yet to hold a public audience for the regulatory plan, says Mayor Elizondo: “What has delayed us is the council’s legal analysis. We thought that would be much faster.” Jacó’s plan, says Mayor Elizondo, was delivered to the local municipal council and is in the process of review by the Asesoría Legal del Concejo (legal counsel), as well as the National Institute of Housing and Urban Development (INVU). The Mayor said Garabito has already initiated phase two of their plan, which covers areas like the 500 meters of coastal highway toward the mountains — the area, he notes, was not included in Jacó’s first regulatory plan. The newly-included region is of chief concern, he continued, because it “contains important biological reserves, with plant and animal species, as well as hydrological resources and aquifers”. ![]() Photo TBT: Public Display of attention Members of the Tamarindo community look over the first airing of the popular beach town’s plan regulador, or urban zoning plan. The forums, held every other Friday, are designed for the public to get their questions answered and suggestions heard. The next takes place a week from today. urban zoning plan In charge of carrying out the studies — and subsequently, on standby — is Dr Allan Astorga, of the National Technical Secretariat of the Ministry of Environment (SETENA). “He’s waiting for the money, but if we cannot afford it, we can’t just say ‘go ahead’ and then not be able to pay him,” said Mr Amador, who says he has been looking from funding from the private sector for more than six months. “But it doesn’t look good, so I’m sending a letter to the Municipality of Santa Cruz to see if they can cover the $10,000." “Really after all this process, I don’t know where we can get that money,” he said. “Right now our last hope is the Municipality, but I cannot put all my hope into that.” Realistically, says Mr Amador, the plan is about three months away from heading to the municipal council, which, after it gets in their hands, will take about a month for approval. From there, it moves onto a final say-so from SETENA. This, however, relies upon raising the necessary money. “Many people complain about not getting solutions for things which have happened in the past, but people need to understand if they’re not committed with this right now, the future for Tamarindo is cloudy.” Comments (0)
