 (APMT) We hereby present you with a summary of the town meeting held on Friday April 7.Agenda: Zoning Plan, Recycling Day, Treatment Plant, Uniformed Police, Security PPP, SIP APMT and News A continuación les presentamos los temas tratados en la reunión de la comunidad, celebrada el viernes 7 de abril: Agenda: Plan Regulador, Día del Reciclaje, Planta de Tratamiento, Fuerza Publica, PPP de Seguridad, SIP APMT, Aviso Versión en Español Zoning Plan On April 2, the APMT received the zoning plan for Tamarindo. The plan is made up of 3 documents: the Zoning Map, the Regulations and the Description. These are in the public domain. This will open it up to discussion and comments, suggestions and opinions. It is the culmination of efforts spearheaded by APMT together with INVU in order to regulate, control and plan Tamarindo's development as a tourist destination and a place we call home. We are currently coordinating the first of four open meetings that residents, developers, investors and anyone interested from the communities of Tamarindo, Langosta, el Llanito, Villareal, Santa Rosa, Cañafistula, Hernández, Pinilla, Avellanas and La Garita may attend to ask questions and give suggestions and comments. The first meeting will be held on MAY 9th at 2 pm, at La Baula Restaurant We strongly encourage you to be part of this project and to let your opinion be heard regarding the future of this district. How it works is that you submit a request (see attachment here) with your pertinent personal information, the name of the group you represent if applicable, the reason for the request and the description thereof, as well as any other supporting documentation. There are 5 minutes available to explain to INVU and Municipality officials what the request is about. The answer to the request will be given at the beginning of the next meeting. These audiences will be held prior to the municipal meeting and which aims to obtain everyone's feedback, dealing with all the presented requests. It is urgent now that in order to continue with this project the IFA Study (Index of Environmental Fragility) be finished. The cost is $10000 for the whole district. It is a legal requirement without which the Zoning Plan cannot be approved. The IFA Study has to be superimposed on the project to see if the zones comply with all the environmental regulations and to make sure they don't pose a danger to the natural balance of the area (mangroves, estuary and Marine Park Las Baulas). It needs to be clear that even though we have advanced significantly as far as regulations are concerned, it is a stark reality that if the Zoning Plan is not finished in the next months and corrective measures are not taken, there won't be anything left to regulate here since Tamarindo has been the victim of unplanned development and the landscape, the beach and the community itself have been severely impacted. Right now we must request that the governmental entities and the local government comply with the laws, regulations and decrees that protect us all. In closing, there is a sentence which is a perfect description of our situation and what will happen if we don't do anything about it: "The era of procrastination, of half-measures, of soothing and baffling expedients, of delays, is coming to its close. In its place we are entering a period of consequences." - (Winston Churchill) Recycling Day The first recycling day was held on Saturday March 29 at the main beach access next to Witch's Rock. It was a resounding success. A total of 1540 kilos of materials was collected. The following materials are accepted: newspapers, magazines, plastic, plastic bags, aluminum cans, glass, things made of steel, copper and bronze, used batteries and PVC. We would like to ask you not to bring the following items which we cannot recycle at this time: cardboard, appliances, plastic containers, plastic cups, paint, oil and chemicals. Please crush or compress items when possible so that they don't take up as much space. This program was spearheaded by Gina and Tony from Rancho Villarreal. For more information please contact This e-mail address is being protected from spam bots, you need JavaScript enabled to view it Treatment Plant The treatment plant is currently in the pre-information gathering stage where options are presented to see how we can come to a solution in a short time. The urgency of this project for the community was determined in meetings with ICAA (Instituto Costarricense de Acueductos y Alcantarillados) President Ricardo Sancho. In addition various government institutions are doing their part to solve the problem. Right now we are looking at plant options that match the type of soil we have here and that conform to the environmental criteria for protecting our community. The system will be implemented in two stages: The construction, control and administration of the black water treatment system, and the construction of the collection system of the black water by means of pumping stations and pipes. A cost estimate will be included. We hope to have an answer from ICAA by April 30. Uniformed police The uniformed police force of Tamarindo received a new pickup truck to patrol the Tamarindo, Langosta and Santa Rosa areas. The provisional station in Cabinas Maleko now has 20 officers, a vehicle, four motorcycles and two bicycles. We are in conversation with the Municipal Police and the OIJ to obtain more personnel or support mechanisms. In addition, Richard Muller from Tamarindo Preserve donated the blueprints for the construction of the new police station, which will measure about 3750 square feet. The news is not all good. Right now we don't have enough money to continue paying Cabinas Maleko, which means that as of April 15 we will be giving notice that we are vacating the premises. We need to collect funds for this program while at the same time we are waiting for funds for the construction of the station to be headed up by the Realtor's Initiative. If you wish to support the police and help pay their rent, please deposit into account number 907345896 at BAC San Jose. We need to raise $9000 so that the police can stay there for 6 more months. SIP-APMT On April 8 the security company SIP and APMT will inaugurate this new service for Tamarindo which will offer monitoring of alarms and armed response in the Tamarindo and Langosta area within the Public Private Partnership set up. This means that a private company can offer their services to the community with the support of APMT and part of the payments for this service will be held in a trust to be used exclusively for the needs of the uniformed police. This private company will take care of providing security on private property, giving the police more time to concentrate their efforts in public areas and on the growing crime here while at the same time creating a fund to help the police work better and more efficiently. The service works as follows: - placement of the alarm in the business or home (installation cost not included in service cost) - monitoring of the alarm - armed response - 365 day service - officer on duty 24 hours for emergencies - Tamarindo office for customer service If you are affiliated with another alarm company, it is easy to transfer to the new company. You just need to send authorization to your current provider to get the alarm activation codes in order to reprogram them so that they work with SIP. This is stipulated in the contract that you signed so there is no reason why you should not be able to get them. This applies to those of you who bought the alarm from another company. Those who rent the equipment should terminate the service with their current provider and get the new equipment from SIP. The cost of the service is $85 for non-APMT members and $65 for members. This does not include the cost of the alarm which is calculated separately. Versión en Español Back to top Plan Regulador El 2 de Abril, la Asociación Pro Mejoras recibió el Plan Regulador de Playa Tamarindo . Se recibieron 3 documentos que componen el Plan: el mapa de zonificación, el reglamento y la descripción. Estos documentos son de dominio publico. Con esto se abre un espacio para la discusión de dicho plan y la recepción de comentarios, sugerencias y opiniones sobre la zonificación propuesta. Esto es la culminación de un esfuerzo promovido por la APMT en conjunto con el INVU para regular, controlar y planificar el desarrollo de Tamarindo como destino turístico y lugar de residencia. En estos momentos estamos coordinando la primera de cuatro reuniones abiertas, donde se recibirá información, comentarios y sugerencias de residentes, desarrolladores, inversionistas y cualquier persona que tenga interés sobre este tema dentro de las comunidades del distrito como Tamarindo, Langosta, el Llanito, Villareal, Santa Rosa, Cañafistula, Hernández, Pinilla, Avellanas y La Garita. Esta primera reunión será el día 9 de Mayo a las 2 pm en el restaurante La Baula. Lo instamos a ser parte de este proyecto y que su opinión sea escuchada acerca del futuro del desarrollo de este distrito. La mecánica de dicha reunión será la recepción de un solicitud (incluida en los documentos a descargar), donde se establece los datos de la persona que presenta la solicitud, el grupo que representa si es el caso, el motivo de la solicitud y la descripción de la misma, aparte de toda la información que se considere pertinente para sustentar esta petición. Se dará un espacio de 5 minutos para explicar ante los personeros del INVU y la Municipalidad la solicitud. Dando por terminado esto, al inicio de la siguiente reunión se traerán la respuesta a dichas solicitudes. Estas audiencias serán previas al cabildo que se realizará oportunamente y tiene la intención de obtener la mayor retroalimentación de todos, atendiendo con tiempo las solicitudes planteadas. Por el momento, y para continuar con este proyecto se necesita concluir el estudio del Índice de Fragilidad Ambiental (IFA) con un costo de $ 10.000 para todo el Distrito, ya que es un requisito legal que se debe tener antes de su aprobación definitiva. Además, el IFA se debe sobreponer sobre el Plan Regulador para establecer si las zonas cumplen con todas las regulaciones ambientales y no representan un peligro para el equilibro natural de la zona (Manglares, Estero y Parque Marino Las Baulas) Hay que tener claro que aun cuando estamos con un avance significativo en materia de regulación, es un realidad que si esto no se le da una conclusión en los próximos meses en conjunto con otras medidas correctivas, no habrá que nada que regular ya que Tamarindo sufrirá un desarrollo sin planificación y situaciones con mayor grado de impacto en el paisaje, en la playa y dentro de la comunidad. En estos momentos debemos solicitar a las entidades gubernamentales y el gobierno local el cumplimiento y acatamiento de las leyes, reglamentos y decretos bajo los cuales estamos amparados todos. Finalmente, existe un frase que describe nuestra situación y los que sucederá si no hacemos nada al respecto: "La época de dilatarse, de medidas parciales, de recursos calmantes e inesperados, de retrasos, está terminando. En su lugar estamos entrando en un período de consecuencias“ - (Winston Churchill) Día del Reciclaje El primer día del reciclaje se llevó a cabo el sábado 29 de Marzo en el acceso principal de playa contiguo a Witch´s Rock. Fue todo un éxito. Se recolectaron 1540 kilos de diferentes tipos de materiales. Actualmente se reciben para este programa los siguientes materiales: periódicos, revistas, plástico, bolsas plásticas, aluminio (latas), vidrio, artículos de hierro, cobre y bronce, baterías usadas y PVC. Les solicitamos además no traer los siguientes materiales ya que en este momento no los podemos reciclar: cartón, electrodomésticos, contenedores plásticos, vasos plásticos, pintura, aceite, químicos. Favor aplastar o comprimir los materiales que se puedan para que no ocupen mucho espacio. Este programa fue llevado a cabo por Gina y Tony del Rancho Villareal. Además quisiéramos agradecer a todas las empresas, negocios y residentes involucrados en este programa y lo instamos a participar nuevamente el día Sábado 12 de Abril en el mismo lugar, de 9 am a 3pm . Para más información, puede solicitarlas al correo This e-mail address is being protected from spam bots, you need JavaScript enabled to view it Planta de Tratamiento: La planta de tratamiento de Tamarindo se encuentra en una fase previa de recolección de información y planteamiento de las opciones bajo las cuales se puede tener una solución en el corto plazo. En reuniones sostenidas con el presidente del Instituto Costarricense de Acueductos y Alcantarillados (ICAA), Ricardo Sancho, se estableció la urgencia de dicha obra para la comunidad. Aunado a esto, diversas instituciones gubernamentales están haciendo su parte para ayudar a solventar esta situación. Por el momento se están solicitando las opciones de plantas de tratamiento que se ajusten más al tipo de terreno que se tiene y de acuerdo a las normas ambientales que protejan nuestra comunidad. El sistema esta planteado en dos acciones: la construcción, control y administración del sistema de tratamiento de aguas y la construcción del sistema de recolección de las aguas residuales bajo un sistema de tubería y estaciones de bombeo. El costo de las obras esta por estimar dentro de este plan. Se espera tener una respuesta sobre esto el día 30 de abril por parte del ICAA. Fuerza Publica: La Fuerza Publica de Tamarindo ha recibido un nuevo vehículo para patrullar la zona de Tamarindo, Langosta, Villareal y Santa Rosa. Con esto la estación provisional situada en Cabinas Maleko cuenta actualmente con 20 oficiales, un vehículo, cuatro motocicletas y dos bicicletas. Se esta en conversaciones con la Policía Municipal y el Organismo de Investigación Judicial para contar con personal o procesos de apoyo para nuestra comunidad. Además de esto, el Arq. Richard Muller de Tamarindo Preserve ha donado los planos para la construcción de la futuro estación de policía de Tamarindo, con un área cercana a los 350 m2. Pero no todo son buenas noticias, actualmente no se cuentan con los fondos suficientes para continuar pagando la renta en Cabinas Maleko, por lo que a partir del día 15 de Abril entraremos en el periodo de preaviso para desalojar las instalaciones. Necesitamos recaudar fondos para este programa en espera de la búsqueda del dinero de la construcción de la estación de policía por parte de las empresas de Bienes Raíces de Tamarindo impulsoras del proyecto. El numero de cuenta para apoyar a la Fuerza Publica en Cabinas Maleko es 907345896 del BAC San Jose. Necesitamos recaudar $9.000 para los próximos 6 meses mientras se financia la solución definitiva. SIP-APMT: A partir del 8 de Abril, la empresa de seguridad SIP y la Asociacion Pro Mejoras inaugurarán el servicio de monitoreo de alarmas y respuesta armada, sirviendo la zona de Tamarindo y Langosta bajo sistema de concesión publico privada. Este sistema de trabajo permite ofrecer los servicios de una empresa privada a la comunidad con el apoyo de la APMT y a través del pago del servicio, un porcentaje irá a un fideicomiso, el cual utilizará estos recursos para atender UNICAMENTE las necesidades de la Fuerza Publica. Así, la empresa privada se encargará de dar seguridad en las propiedades privadas, descongestionado el trabajo policial para que este se enfoque en las zonas publicas y combata de frente a la delincuencia que actualmente esta en crecimiento en la zona, creando a la vez un fondo de ayuda para que nuestra policía sea mejor y brinde un mejor servicio. El servicio consistirá en lo siguiente: - Colocación de Alarma dentro de local o residencia (Costo de instalación no incluido del Costo del Servicio) - Monitoreo de Alarma - Respuesta Armada - Funcionamiento 365 día al año - Oficial 24 horas en Caso de Emergencia - Oficina en Tamarindo para Servicio al Cliente Si usted cuenta con los servicios de otra empresa de alarmas, no existe problema para trasladarse a esta nueva compañía. Solo necesita enviar la autorización a su compañía de alarmas para solicitar los códigos de activación de la alarma que pose, para hacer la reprogramación y que esta funcione bajo SIP. Esto esta estipulado en el contrato que usted firmo con la empresa, por lo que no existe impedimento para que los obtenga. A la vez, esto se aplica para personas que hayan comprado la alarma a otra compañía. Las personas que tengan su alarma bajo el sistema de alquiler , solo tendrán que cancelar el servicio y adquirirla con la nueva empresa. El costo del servicio es de $ 85 para personas no afiliadas a la APMT y $ 65 para los afiliados. Esto no incluye el costo de la alarma que se establece con base en una cotización basado en lo que se requiera. Los documentos que deben firmar son los siguientes: - Contrato de Servicios de Monitoreo y Repuesta Armada - Autorización para cobro a través del convenio con Coopeguanacaste. - Autorización en caso de que el medidor no se encuentre a nombre del interesado. Debe traer lo siguiente a la oficina de SIP en el local A-20 de Centro Comercial Plaza Tamarindo para hacer la firma del contrato: - Documento de identificación: Cedula, Pasaporte, Carnet de Residencia. - Numero de medidor de Coopeguanacaste y documentación que certifique su propiedad en caso que el medidor no se encuentre a su nombre.
