Commission Created to Oversee and Address Problems in Tamarindo:

Federico Amador, town manager for the Asociación Pro Mejoras de Playa Tamarindo, has initiated the creation of a new commission that will oversee the many problems that Tamarindo currently faces. Key members of the group include the mayor of Santa Cruz, Jorge Chavarria, three councilmen, and APMT, and they are requesting that developers and businesses join as well.

Members will work together to create projects that can be solved through the joint efforts of the town and the Municipality. In addition, funds will be provided by the Muni in order to create solutions. Federico pointed out that the intention of the Commission is to identify the problems, educate the council to the realities of the situation in Tamarindo, and to work together to get results through targeted projects and a pooling of resources.

Explanation of the Current Plan Regulador and the Plan Regulador Being Drafted:

APMT explained the parameters and limitations of the current ICT Plan Regulador that governs the maritime zone within Tamarindo and Langosta. Unfortunately, although the Plan was put into law in 1996, it was largely ignored until the Association uncovered it in early 2007.

Nevertheless, due to the complete disregard for it over the past 12 years, it is still extremely difficult to enforce.

For this reason, and also due to the fact that it covers only the maritime zone and not all of Tamarindo, which is located within a national park and an extremely fragile and quickly disappearing eco-system, it is necessary to move forward with the Plan Regulador that INVU (the Institute of Housing and Development) is developing.

It is expected that the final document will be finished in March, though approval will be slower. Therefore, it is imperative that a decree be issued to regulate development in the interim. Oscar Arias, the president of Costa Rica, will be signing this decree shortly.

It will be a temporary regulation of height and density until the Plan Regulador for the entire district of Tamarindo can be put into effect. Once it becomes law, the APMT will work together with the Municipality and government agencies on a national level to enforce it.

Fuerza Pública Update:

The public police force is still being housed in the former Cabinas Maleko, thanks to the efforts of area residents and the Real Estate Initiative. They have recently been provided with a new vehicle and two motorcycles, and the APMT is working along with the Association of Villarreal and the District Council to secure a budget through the Municipality for them.

RESUMEN DE LA REUNION DE LA APMT DEL 1 FEBRERO

La creación de una comision para manejar e enfrentar los problemas de Tamarindo:

El Director Ejecutivo de APMT, Federico Amador, tuvo la iniciativa de formar una nueva comisión nueva la cual manejará los problemas actualmente encarados por Tamarindo. Miembros claves de la comisión son el Alcalde de Santa Cruz, el Sr. Jorge Chavarría, 3 miembros del concejo municipal y la APMT. Ellos les piden a los desarrolladores y empresarios que se unan al grupo.La comunidad y la Municipalidad colaborarán para buscar soluciones a los problemas.

La Municipalidad aportará los fondos necesarios. Federico explicó que la meta de la comisión es la identificación de los problemas, la educación del Concejo en cuanto a las realidades de Tamarindo y la cooperación entre las partes para lograr éxitos por medio de proyectos enfocados y la combinación de recursos.

EXPLICACION DEL PLAN REGULADOR ACTUAL Y EL PLAN REGULADOR EN BORRADOR:

APMT explicó los parámetros y limitaciones del plan que actualmente regula la zona marítima en Tamarindo y Langosta. Desafortunadamente a pesar de que el Plan se hizo ley en 1996 nadie hizo caso hasta en 2007 cuando la APMT le puso atención. Sin embargo siempre es extremamente difícil aplicar la ley por ser irrespetada los últimos 12 años. Por esta razón es muy importante seguir adelante con el Plan Regulador actualmente siendo desarrollado por INVU.

El nuevo plan también es muy importante porque cubrirá todo Tamarindo (y no solamente la zona marítima) y su ubicación en el Parque Nacional y un eco-sistema de mucha fragilidad en peligro de desaparecer.

Se espera que el documento final estará listo en marzo aunque la aprobación tardará más tiempo. Por eso es muy importante que se hará un decreto para regular/controlar el desarrollo mientras tanto. El Presidente de la República Oscar Arias lo firmará en poco tiempo.

Significará una orden temporal de altura y densidad hasta que el Plan Regulador para todo el distrito de Tamarindo entre en vigencia. Una vez que se convierte en ley, la APMT trabajará en conjunto con la Municipalidad y las entidades del Gobierno en nivel nacional para imponerlo.
